can a pro se Plaintiff in a civil rights suit serve defendants himself?
(without a process server?)
Does a ''party to the action'' phrase include ME, the pro se plaintiff/litigant?

A party, including a pro se Plaintiff, may not serve documents themselves.

"Parties" are the defendants and the plaintiffs, whether represented by a lawyer or not. Thus, a party cannot effectuate service.

The simple answer is no. A person, other than yourself, who is an adult, has to serve it for you. Also you can go to you local court house, sheriff's office, and they will serve it for a nominal fee.
