Legal Question in Civil Rights Law in California
How can a public record be made on someone for domestic violence when only a restraining order was issued? There were no police involved nor did the violator have charges brought against them?
Can this person sue the other person for defamation of charactor? Can the public record be removed?
Did the person who charged them take extra steps to have this record made public?
The restraining order was issued on here say. Is there any recourse the person who had the restraining order placed on can do? This person is not able to find employment because of the public record.

The RO charge IS the record. Records are forever. It can not be 'removed' unless you had fought and won at the RO hearing. You can not sue over it.
