Legal Question in Civil Rights Law in California

I recently got "the American Community Survey" in the mail. It says that by law I must fill out all of the questions as accurately as possible. It is suppose to be for demographics. They ask a number of personal questions which don't appear to have anything to do with demographics. Do I have send in this information? As somebody who has had their identity stolen, it makes me very uncomfortable giving this information out. Do they have the right to ask all of these questions? Where does their right to information stop and my right to privacy begin. It says that I will be fined if I don't send it back in.
