Hello, I need help recovering my car. I am homeless and my car was impounded by the city of San Diego for parking citations this weekend. All my things are in there and I can't get to the place where they towed it to.

You, and only you, may recover the vehicle, by personally going to the police to obtain a 'clearance letter' for release of the vehicle, then taking that with you to the storage yard along with proof of valid drivers license for whoever is going to drive it away, proof of ownership with valid registration and tags, proof of valid insurance, and with cash to pay the tow and storage costs that are increasing every day.
If you don't want to recover the vehicle, then you have to seek a 'clearance letter' to recover any personal goods in the vehicle instead.
