Residential problems

I'm not sure if you can help me but here goes, I have an upstairs neighbor who rents, i own, who has ignored all requests to please be considerate of our peace. they are excesivly loud, do laundry at 3 am, and leave a total of no less that 30 ciggarette butts around that bottom of their stairs, which is more or less our front ''stoop'' we have asked for them to understand and they reply with attitude and everything just short of threats. Our association asked us to write them, but we are frustrated and need help in one form or the other, and yes, the sheriff has been called twice now

It sounds like their landlord should be put on strong notice about their conduct, if the HOA hasn't done that already. The HOA can fine the landlord because of the tenants' conduct. If it doesn't stop, the next step will have to be a nuisance lawsuit against both the landlord and the tenant. Consult with a landlord/tenant attorney in your area for further assistance.
