Legal Question in Civil Rights Law in California

small claims

My parked car was hit and a woman left her name, DL and insurance.. the insurance had expired a year ago. I managed to track down a cell number for her. at first she agreed to pay but is now avoiding my calls. I had an address but she is no longer there (foreclosed). The police tell me becuase she made a ''willful'' attempt to show insurance there is no crime and I must sue her myself in a civil case for the damages. Is there any way for me to locate her with the cell number and drivers license number. I have tried many searches online and come up with nothing. How can I get the cell provider to release her address to me so I can serve her court papers.

You might try a private investigator to secure her address.

Probably by suing and then obtaining a subpoena for the records. Or, try a private investigator if you're willing to spend the money.
