SOL on civil rights violations

I am plaintiff pro se in civil suit. A nonprofit mutual benefit corp of which I am a member forced me to sign a cease and desist order (CDO)when I objected to false financial reports and had cooperating CPA fined and suspended by Bd. of Accountancy. This CDO prevents me from contacting state agencies and informing them of the activities of the Board of Directors and has remained in effect for some time despite letters from my attorney asking (demanding) rescission. The 2 year SOL for CC52.1 violation has been exceeded but on a continuing basis the cause of action is still there in that there is presently an interference with my rights of free speech and right to seek redress from the government. How can I convince the court that this matter is still actionable.?

Whoever told you that a civil agreement could be enforced that prevented you from reporting crimes, was probably wrong. But if the time to sue is gone, its gone.
