There are no statutes of limitation on warrants, once issued they are forever until you are arrested on them. If you have a warrant, behave responsibly and handle it before getting arrested and transported to court in cuffs. I assure you, the outcome will be greatly different if you do it right.

'After being charged' means the times to bring you to arraignment, pre-trial, preliminary hearing, and trial apply; they are counted in days and months, not years. If you really think the prosecutor has 'blown' the time limits, then your remedy is a motion to dismiss.
