in the state of california, can an underaged person be charged for molestation of another underaged person? (a.k.a. kissing, hugging, or holding hands)

Yes, but the conduct you described in the question (kissing, hugging, holding hands) is not in the same category as sexually annoying behavior.

Of course. If there is illegal conduct. Parents can always file charges to protect their child from others. Police will determine what if any criminal charges to file and prosecute.
