I'm sorry to hear about your situation. Was your daughter was hit as a pedestrian, or was she a driver in a car that was hit from behind? When was the accident? What was the actual charges for the arrest of the other girl?

Most importantly, has your daughter been under medical treatment since the accident? Is she feeling better now?

To answer your question, yes, you can sue the other girl's parents if she is a minor. And I'd like to know more information to be able to best assist you with this unfortunate situation.
