is it possible to sue a person for a car accident if the insurance is giving you the Run A Around and doesnt want to pay the money thats owed to you ?

Absolutely, assuming there is liability.
His insurance has nothing to do with it, and you can't sue them, only the driver and registered owners. If his insurance fails to pay what you will accept, you can sue, as long as you think you can prove liability and sufficient damages to justify the investment of time and money it takes. Nothing is 'owed' to you unless you prove it in court.

You should speak to a personal injury attorney, and soon. Insurance companies frequently do not pay what the injured individual is due - they try to bargain and pay the lowest amount possible, both for the damage to the car, and for personal injuries.
