does a public outdoor shopping center have the right to restrict children from entering without and adult from 6pm to 10pm friday and saturdays

'Rights'? Yes everyone has some rights. They come with the responsibility to behave properly and reasonably.

Children? You mean 'modern', 'hip' teens and 'young adults' 'hanging out' en mass to show off 'body art', clothing 'styles' and skateboards, with profanity as 'entertainment', thus discouraging other patrons from coming? Yes, businesses have the right to refuse service to whom they please, subject to Unruh style laws against actual discrimination. You must not be aware that businesses have the right to have you arrested for trespass if you refuse to leave after being instructed.
