Legal Question in Civil Rights Law in California

If a University requires a foreign language (pass to level 3) to graduate, is there a legal argument to support discrimination or violation of civil rights if a person does not want to take it but will not be given the degree without it? This would be a degree with all requirements met but the language component. Is there a legal precedent on this issue?

Why would that be a violation of the law? A public university can impose reasonable requirements for getting a degree. Why is requiring the knowledge of a foreign language unreasonable. Would you claim X amount of mathematics is illegal? I do not understand why you think graduation requirements are illegal.
