Do victims in California have any recourse if their Marsy\'s Law rights are violated by public officials? Can they be sued?

IF you have a valid and meritorious claim against a government or its agent, you can file a timely Claim and a lawsuit alleging that the conduct was in excess of authority, or outside the scope of their duties, that it violated some specific statutory or constitutional right, and that it caused you actual damages.
