Collecting information from minors on the Internet
Is it illegal to collect non-personal information from minors over the internet with out parental permission? For example: Assume an educational web site allowed students(minors) to post essays they had written on the site. The posting included the students name but no other personal information. Is this legal?

The internet has generated a federal and state reaction in regard to what is legal and illegal. I would not want to give you a green light as merely "collecting" minors names - that is merely recording them in some fashion. But, I can think of no one who would do that without some purpose in mind, and certainly, having a purpose and then, using this data to carry it out, introduces a very substantial risk. Not to mention, you might willingly or unknowingly permit another to manipulate this data and become equally responsible for that other person's illegal conduct. So, your very question, and what is left out, gives me an uneasy sense about what you have in mind and I would suggest that you focus on internet activities which do not draw you into a mine field of potential trouble.
