Who owns my website, me or the guy who designed it??

I hired a web designer to help me create a web

site. I paid him his asking price of $1500.00.

Now I want to make changes to the site, and he

says I cannot do so--that he is the only one who

can make changes to the site. He says that he

owns the "site structure and architecture" and I

cannot add or change anything without him. He

never informed me of this before! How do I get

out from under this guy's control??
