Can a church advertise with a banner in favor of a state proposition (or opposed).

A church that advocates one or the other side of a political issue can lose its tax-exempt status. Some religious conservatives are vowing to test the issue in the courts and are urging pastors to flout the law.

Yes, but it would probably lose its tax-exempt status for doing so. The same would be true of secular non-profit entity that tried to influence the political process.
