School District withholding retention for a very long period of time.

How long can a School District withhold payment of the retention monies on a project that has been completed and all closing docs. have been submitted.

The question is too broad to answer and I would need more background information to answer it properly.

Generally, the withholding of retention would most likely be dictated by the contract terms and conditions. Please review your contract to determine when it should be paid. If you are a subcontractor then generally the prime contractor must pay you within ten days after he receives payment from the school district unless this is varied under your specific contract.
