Legal Question in Consumer Law in California
In CA, are repo dealers required to be be licensed with the DMV like regular dealers? Must they verify driver's license and insurance before selling a car?

No one, whether or not they are an auto dealer, should ever sell, lend or give a car to someone who isn't licensed and insured. The seller would be responsible if the unlicensed buyer got in an accident. Yes, auto reposessors are licensed by the state, I am not sure whether it is the DMV or some other agency.
