internet fraud
what recourse does an individual have against fraud perpetuated over the internet via ebay. the ebay fraud protections only extend for a 30 day period, and are only superficaially enforced. what is the next step? how can can internet con artists be brought to justice? can charges be filed in a local small claims court even if the defendant resides in another jurisdiction?

This type of case is a really a breach of contract case. The jurisdiction for breach of contract lawsuit is a location where the contract was to be performed. If I were you, I would try to file your local jurisdiction and argue that since the seller was supposed to deliver the merchandise to you, the contract was to be performed in your local area.
