owed money by a business
Transport company was supposed to transport my car from CA to FL, but to make a long story short - the car never arrived - my insurance handled car issue, but was not able to handle delivery fees which should have been refunded. This took place in 2004 in CA - what is the statute of limitation for court? and transport company based in CO. Do I have to go back to CA for the court to resolve money owed. Any other recourse? They sent me a mail correspondence advising that they would pay for a rental then they declined to pay when I contacted them. Still no refund for fees nor rental charges. Please help.

If the contract provided that they were to deliver the car to FL and failed to do so, you should have jurisdiction in Florida.
The contract may have a "forum selection clause" which might state where suits have to be filed. Such provisions are sometimes not enforceable when they are oppressive to the consumer (and it would be in this case).
If you want to handle it in Florida, ask a FL lawyer to review the contract (assuming you still have it).
