plumbing contractor steals water

The house next door is undergoing major construction. One day when I was home I heard my water being used and ran out to find a hose hooked up to my house and the plumbing company using my water. I was angry because many violations of this nature have been occurring. I am now in dispute over this with the better business bureau as an intermediary. Is this petty theft? What would you recommend as restitution? The company has offered only a discount coupon on their services, which, of course, is unacceptable. I wouldn't use their services after this!

You can compare your current water bills to bills receive prior to the beginnig of construction and that will give you some idea of the value of any claim you might have. Chances are this is a small claims matter.
