Vehicle purchase-private sale

I sold a vehicle to a person who is now refusing to finish paying off the balance owned. He also stated to a different party that he had already paid me in full and that I had already signed over the Certificate of title. This is very much untrue. Can I report the vehicle as stolen by this person? What action can I take to be sure I recieve my money that he still owes me?

You cannot report the vehicle as stolen. It is not stolen. You sold it to him and he just has not finished paying you. The proper action is a breach of contract lawsuit. Hopefully, you have a signed document from the other party with the terms of payment. If it is under $7,500, you can go to small claims court and not have an attorney.
