Legal Question in Credit and Debt Law in California

Sent to collections although payment was made!!

My coworker is a good guy. He is an ex-marine and he has been good to us newbies. He asked me to find out if his situation is undue. He has lived in an apartment building for 5 years. Within the last year or so, he & the manager came to an agreement when he was short, he can add it onto the next month's rent considering that he was a good tenant for 5 years. He finally bought a house and moved out & still owed landlady $2300. He promised her that he'd pay $300 until the full amount was paid. He's having his budget tightened w/ the mortgage payment & paid her less than promised. He paid $50 instead of $300 & the landlady sent the bill over to the collections. My question is, is her action legitimate even though he was making some payment? I am pretty sure he would've paid more when he could afford to. I just feel bad for the guy considering he is such a nice person to work with. Any assistence would be greatly appreciated.

Yes, she can send him to collections. He did not pay the agreed upon amount. She probably should not have sent him to collections, but if he did not pay the agreed amount, she could send him to collections.
