Legal Question in Credit and Debt Law in California

My husband is a soldier stationed in Iraq. Before we were married he had had several debts that I believe I have paid in full. He left me with a power of attorney to deal with financial matters just in case. Since he has left I have been receiving anywhere from 15-40 phone calls per day from the same company demanding that I send them money but they refuse to tell me what my husband supposidly owes the money for. They demand that I make a payment but then they refuse to take a payment from me because I'm not on the account. If I'm not allowed to make the payment is it harassment that they keep calling me? Is there a legal way to keep them from calling so much? My in-laws have just now informed me that they are also receiving several calls daily from the same company and they have told the company that my husband moved out of their house over 5 years ago. They would also like the calls to stop. How can it be done?
