if a person does not give you a bill for three months and then wants it in 72 hours is this legal

Yes. The statute of limitations for a breach of contract is either 2 years for an oral contract or 4 years for a written contract. If the debt is for something you purchased, and have already received, the amount due is payable on demand. However, if you do not pay the amount within the time the creditor demands, he really cannot do much other than file a lawsuit to collect the amount owed.
