If you are suing some one to recover money that you loaned them,, and they have the judgment against them, and they don't pay, can they lose their drivers license ?

No! Not for a judgment against them for money lowed. Only the government can impose that kind of penalty upon someone.
Obviously I meant in the above: "Not for a judgment against them for money owed."
No, that is not applicable in a civil matter.
