Legal Question in Criminal Law in California
I'm 17 and was arrested the other day for petty theft. This is my second offense, my first was when I was 12. How will I be charged?

You'll be a repeat offender, someone who didn't learn anything from last time. For adults a second petty theft conviction is a felony, and there are lots of people doing hard time in state prison for it.

You'll find out at your arraignment whether it will be a felony or a misdemeanor, assuming they cited you into Superior Court, and not Juvenile Court. Your prior will affect the penalties and the attitude of the DA towards you. Hire an attorney unless you know how to effectively represent yourself in court.
