Is 273.5 E-1 considered to be a serious crime and a strikable offense?

When charged under that section as a misdemeanor you face a year in jail. If you have a prior, the consequence is that you face a felony with 4 years in prison if convicted, which is a 'strike'. Is that serious to you?
