2nd degree burglary & stolen property r charges. If evidence lost by police can they still charge?

Sure. The prosecutor will have a harder time proving his case, and he may choose not to prosecute at all depending upon what other evidence is available. The decision would be his, though. The law would not require him to drop the case.
