on a 417 would be the out come of that and road rage if added also if a miltary member may have pdsd and bi polar disorder

If you're asking whether a diagnosis of PTSD and/or bipolar disorder would be a defense to a 417 charge . . . it may be.

As with any defense claim, your attorney will have to use it as best is possible, with whatever evidence you may have to support it. If you're asking for a guarantee of success, forget it. There is no such thing possible. You'll learn whether it helps you during plea bargaining negotiations, or at the outcome of trial if necessary.
