Legal Question in Criminal Law in California

In 2004 I was viciously attacked by a group of about 4 or 5 guys. They all repeatedly kicked and stomped on my head after knocking me unconscious until other people from down the street were able to stop them because the girls I was with were not able to. I suffered a large number of facial and skull fractures one severing my inner cochlear ear drum leaving me permanently deaf in my right ear and 3 brain hemorrhages resulting in me being in a coma. Nothing was EVER done by the sheriff's, police, or da. I was told by the sheriff station there was no report because they said "I was combative and uncooperative when they arrived on scene"

This assault still to this day still has negative consequences on me from PTSD, being 100% deaf in my right ear which has tremendous negative impacts on daily and professional life. Curious if I have any recourse anymore

No. You may have had in 2004, either criminal or civil claims, but the Statutes of Limitations are long, long gone 20 years later. The wise saying is, "you snooze, you lose".
