Legal Question in Criminal Law in California
24 years ago my mother came to the US she was robbed when she landed in SF. She did not file a police report because she din't know how. She was robbed o f all her personal belongings basically I.D., passport, social security, and drivers license. My mother is a Brasilian citizen, we have tried to acquire her I.D. with the Brasilian Embassy in San Francisco. They told us that they couldn't do anything unless we filed a police report my question is if theirs any possibility to file a police report considering this crime was committed 24 years ago?

There is probably a rule that the police cannot refuse to take a report, even if prosecution is barred by a statute of limitations.
Your question really should be asked of the police, not an attorney.
