its been 13 yrs i am an ex felon how do i go about getting a hunting license for pheasant.

The only way is to get a governor's pardon which is not easy to get. If you are interested you should talk to an experienced criminal defense attorney.
You can get the license by applying and paying the fees. The state would use your fees for their conservation efforts. You just can't hunt, since you are barred for life from owning or possessing firearms or ammo. Violation of that ban would be a felony for you.
As stated by Mr. Shapiro, theoretically a Governor's pardon could restore your firearm rights, but there have only been a handful of those granted in the last decade, and only for extraordinary cases where there was clear proof of 'innocence' of the charges and the conviction was a 'travesty of justice'. You said nothing about that.
