Legal Question in Criminal Law in California
If I was arrested on a vandalism charge in Orange County, CA and have serve time twice but have not been able to pay the fines assessed, are they (ocpd) allowed to keep on arresting me every time a warrant is issued for non payment? I met a guy in jail the last time that has been arrested 5 times for a jay walking ticket that he has not been able to pay off because he's indigent. How is this possible?

Until you satisfy and perform on the court orders, you will continue to get arrested, and your 'record' will continue to get worse. Every FTA and warrant is a new criminal charge on your record. As above, request community service hours instead, then do them.
