can we file a criminal action against an association?

You cannot "file" any criminal action. You can only press charges for the police to investigate and then for the prosecution to make a decision on whether charges should be filed.
An association cannot be criminally charged. Only individuals associated with or acting on behalf of an association can be so charged. Organizations do not possess criminal intent. Only human beings do.

You could file 'charges' in a complaint with police. Or, you could file civil action. If there are grounds to do so, and you're serious about getting legal counsel, feel free to contact me.
