Attempt of a felon to return right to own a gun.

I ask this question for my father who was convicted about 8 years ago of violating a restraining order and possesion of narcotics. In this particular case rehabilitaion has worked and debt to society has been paid. There has never been any other offense by my father but the felony on his record is stopping him from doing 2 things he would like to do. First problem is that he is unable to recieve a teaching credintial due to his felon status, he currently works in an urban area teaching adults on and off probation to build houses and aquire a trade. The second hinderance is he is unable to hunt anymore due to the law about owning firearms. Is there any way to appeal for the return of these rights or is he unable to change these things that affect his record?

It MAY be possible to get the conviction reduced and expunged, depending upon the actual charges and other factors. It may then also be possible to obtain restoration of his rights to a credential and to firearms.
