Background check with felony expungment?

Hello, if anyone understands how background checks work I have some questions.

I have heard that all criminal background checks go through the DOJ, which sends the agency requesting the report a notice stating either a ''clean record'' or ''bad record'' (no other info) is this true? Or are there other agencys who can also release the information?

I am having my charge for a rather serious felony expunged, which means there will be a line added under my charge stating it was retroactively dismissed. Now when the expungement has taken affect will I be able to pass a background check by ANY private organization (I want to work in healthcare, so that's why I ask) I also need to pass a background check to get into a nursing program at my state school, will they get a different kind of background check result from the DOJ? (I do know licensing will be different BTW)

Basically I'm trying to find out all the different ways a background check can be done and who has access to what information. I appreciate any comments, thanks.

Nobody bothered to tell you that, despite expunement you must still disclose the conviction on any application to govt or licensing agency, including for health care, child care, schools, professional licence, etc. They will then decide whether to bar employment or licensing on your record.
