Legal Question in Criminal Law in California

bandit taxi

1. Can you be charged for operating as a bandit taxicab if they have nothing but the undercover officer statement. No video or audio evidence. Also, no money was ever exchanged or no ride was never given.

2. The police statement said a certain cell phone number was called at 930 pm and a male said he would be there in 10 minutes. I have records to prove thats a lie, what should i say to the judge or in court. I am representing myself thanks.
