my brother is on parole and they are trying to violate him with two counts of indecent exsposure nad first degree burglery. all he did was walk into a building or house after it was closed or locked and did all this naked. also he has a documented history of mental instability, so what can i do to keep him out of prison and get him the care and help he needs.

First degree burglary is a serious crime, and being on parole makes the situation even worse.
You can't help your brother by getting some generic advice over the Internet. He needs an attorney who can fully evaluate all of the facts to get him the best possible result. If you can't afford to hire a lawyer for him, one will be appointed when he goes to court or the parole hearing.
You can do nothing, except hire him an attorney. If you and he can't afford one, he needs to apply to the Public Defender at his arraignment. His parole WILL be violated by the new criminal charges, plus faces jail/prison and registered sex offender status if convicted of the new charges.

Your statement "all he did was walk into a building or house after it was closed or locked and did all this naked" is very puzzling. Those actions sure sound like burglary and indecent exposure to me. It's as if you complained that he had unfairly been accused of theft when all he did was take something that didn't belong to him, or that he had been unfairly accused of kidnapping when all he did was force a person to go somewhere with him against her will.
As the others have noted, your brother needs competent legal assistance right away. The best thing you can do for him is to help him get that assistance.
