Case is expunged under PC 1203.4, but is on court website
My misdemeanor was dismissed under PC 1203.4, but if you look at the court's website the case information is all there (the notation is that the case is ''dismissed,'' but the sentence imposed and completed still appears). Is the county violating my civil rights?

No. That record is forever. You just get the benefit of it being dismissed.
