On what circumstances or is it legally possible for the police to enter a private residence or apartment and place anytype of audio or video surveillance when the owner is not home?

1. If they have a warrant.
2. If someone with the right to consent consents.

With a warrant and court order. You wouldn't know about it unless you were arrested for something arising out of the surveillance. If so, then you would have an evidence suppression issue to raise in court.
