Legal Question in Criminal Law in California

are "citizen on patrol" groups allowed to stalk/follow a neighbor in unmarked cars? how is this not illegal or at least civilly liable behavior. the are not in anyway law enforcement officers.

How is looking at someone or following in a car 'illegal'? A stop, detention, citizens' arrest, threat, assault or battery might result in liability in civil suit or criminal charges, but not simply observing someone in public. Properly done, with good cause, a citizens' arrest is quite 'legal'.
