Conned out of money for a car
Is it a crime for someone to take money for a car they are selling and then not give up the car?

Duh :) Of course. Call the police and/or file suit.

Maybe. If the amount of money was the sale price the parties had agreed upon (as opposed to, say, a down payment or a good faith deposit) then the seller would normally have to turn the car over to the buyer. But if the agreement imposes other conditions which have not been met (such as presenting a valid drivers license or proof of insurance, or waiting for a check to clear) the seller can probably hold onto the car until those conditions have been satisfied.
