is the court supposed to honor a plea bargain if you've upheld your end of the bargain and then they deny you their end of the bargain

In California a plea bargain my be broken or set aside at the time of sentencing. If the judge receives additional information, such as a probation report, and decides that the plea bargain should not be followed. The judge then states the sentence his intends to impose. The defendant can either accept the sentence or have the plea bargain set aside the plea bargain. The case then goes back to the state it was in prior to the plea bargain.
