if a crime is punhishable by fine or jail time can the fine be paid before a hearing or trail takes place

Sometimes (think traffic tickets). Consult an attorney. Pleading guilty and agreeing to pay a fine or do jail time might be unnecessary, unwise, or might lead to other consequences like not being able to get a job, ever.

If the fine can be paid, and merely forfeited if you don't show up, with no other punishment, then the choice is yours whether to fight it or pay it. No. If you're facing an infraction (a fine only), you may be able to pay it. If it is a misdemeanor, you (or your lawyer) must appear in court.
