if a crime is punhishable by fine or jail time can the fine be paid before a hearing or trail takes place

Sometimes (think traffic tickets). Consult an attorney. Pleading guilty and agreeing to pay a fine or do jail time might be unnecessary, unwise, or might lead to other consequences like not being able to get a job, ever.
If the fine can be paid, and merely forfeited if you don't show up, with no other punishment, then the choice is yours whether to fight it or pay it.
