can a charge that has been desmised be a problem to get a licence to becamoe a agent to sell comercial insurance?

Any arrest, even without conviction, must be disclosed for some license applications. Yes it can prevent getting the license.

The answer to your question really depends on what the license is. Some state licenses ask for you to disclose any criminal cases, even those that are dismissed. The fact that it was dismissed may not cause you problems, but you will certainly have to explain the circumstances of the dismissal.
