what is the best way to clear a warrants that pertain to driving infractions to regain a license

You can try to deal with the warrants and the infractions and any failures to appear one by one yourself. This is lots of work and very risky. Alternatively, you can retain a lawyer to clean it all up for you.

"best"? There is only one way - you go to court and deal the the charges and either negotiate a plea bargain or go to trial on them. You can do that yourself if you're sure you know how to properly and effectively deal with the court and prosecutor who are trying to put you in jail Alternatively, hire an attorney who does.
