what is the law in regards to a individual having knowledge of testing positive to a STD that is life threating for woman. this person does not give this information to the individuals he is still having sex with. Now a 29 yr old woman is dying from this.

The woman probably has a good cause of action against the man under CA law, and should be encouraged to pursue it quickly, before her health fails or she dies. That is, if he has any assets that could be subjected to a judgment, or if he has insurance that would apply. Contact me if interested in doing so.
