Legal Question in Criminal Law in California

My brother was charged after being provoked by his wife (slapped him, yanked phone out of the wall) we live in CA. He was arrested she was not. Can you tell me the chances of the DA charging him with this felony charge or lowering it to a misdemeaner because he was pervoked and will she be charged as well?

Normal DA is to vigorously charge and prosecute domestic violence. He's facing serious penalties, so get an attorney.
